The Corrupt Crystal Dampener is a device that you can assemble from three separate parts located throughout the Elder Vein Mines. The device is used to free a crystal critter from captivity.
There are at least four crystal critters (Battyfox, Bull Beastie, TwinklePig and Flutterbird) located in the final Omega Beet Mine and the Double Snake is located in another mine.

NOTE: You can only use the Corrupt Crystal Dampener once per day and it disappears from your backpack after you used it !
